Property Management & HOA Plumbing Services in Encino

Encino property managers, condo associations and landlords can call Mr. Pipe Plumbing for rented houses as well as large apartment and condo buildings. U.S. Census Bureau estimates for 2024 put about 4 in 10 occupied homes in the neighborhood in the rented column, and most apartment and condo homes there sit in the largest buildings, those with 20 units or more.

Who hears the findings and approves the work

About 41% of the occupied homes in Encino's two ZIP-code areas are rented, the Census Bureau's 2024 American Community Survey estimates.

That 2024 Census survey also counts about 58% of Encino's homes as single-family houses and about 42% in buildings of five or more units, about 37% of all homes in buildings of 20 or more. Buildings of two to four units are close to zero in the count.

Those Census figures point to two very different kinds of property a manager might be looking after: a house rented whole, or units in a large apartment or condo building. The plumbing questions differ between the two, and so do the people who have to hear the answers and approve the work.

A rented house and a big building are different jobs

In a house rented whole, the plumbing serves one household, the tenant is the person at the door, and the owner, or a manager acting for the owner, approves the work. The questions stay with that one house.

In a large apartment or condo building, the same leak or backup can involve the unit, the units around it and lines the building shares, and the decision may sit with an association's board as well as the unit's owner. We sort out early whose plumbing is involved and who approves the repair. We assess the issue, explain our findings, and provide an estimate before any approved work begins.

Questions from managers and boards

For anything else, talk to our office.

As a tenant, can I call a plumber myself?

You can call us, but whether we can start depends on who is authorized to approve work at the property, which in a rental is the owner or the manager. Check the lease or ask the manager how repairs are supposed to be reported. If you call first, tell us who manages the property and describe what you see.

What do you have for our vendor records on licensing and insurance?

Mr. Pipe Plumbing holds a California C‑36 license and is bonded and insured. For your records, the Contractors State License Board's public online lookup shows the license status and the bond. Questions about other vendor documents go to our office.

Does your company take jobs from Encino property managers and HOAs?

Yes, for apartment and condo buildings and for rented houses alike. Encino is part of our service area. We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor. For an HOA, tell us who on the board or at the management company approves estimates.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
