Property Management & HOA Plumbing Services in Sherman Oaks

Mr. Pipe Plumbing takes plumbing jobs from property managers in Sherman Oaks, for apartment buildings, condo associations and the owners behind them. More of the area's homes are rented than owned, as the U.S. Census Bureau counted them for 2024. A repair request usually starts with a tenant and needs an owner's approval before the work goes ahead.

The chain behind a rental repair

About 6 in 10 occupied homes across the Sherman Oaks ZIP-code areas are rented, by the Census Bureau's American Community Survey for 2024. Roughly the same share, about 60% of homes, is in apartment and condo buildings with five or more units, and about 34% is in buildings with at least 20 units, that 2024 Census survey shows.

In a Sherman Oaks rental building with a manager, one plumbing problem passes through several hands. The tenant notices it and reports it. The manager logs the request and assigns a plumber. The owner, or a manager with the owner's authority, approves the cost. Because the job comes from the manager, changes to it go back through the manager too: if a tenant asks us at the door for something extra, that request goes to the office before any work on it starts.

From the manager's request to the closing paperwork

A request that names the unit, the problem as the tenant describes it and the person who can approve an estimate gives us what we need to start. If the tenant will be out, say whether the manager or a key holder will let us in. We provide a scheduled arrival window and communicate if the schedule changes.

We assess the issue, explain our findings, and provide an estimate before any approved work begins. After approved work is completed, we test the repaired or installed plumbing where applicable, explain the completed work, and provide the customer or authorized contact with the appropriate service documentation.

Coordination for your property

We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor.

  • Tenant access coordination
  • Clear arrival communication
  • Findings and recommendations
  • Job-site photos when appropriate
  • Estimates before approved work
  • Invoices and completion updates
  • Communication with the manager, owner, or authorized contact

What should we look for when adding a plumber to our vendor list?

The license comes first. Plumbing and sewer work in California calls for a C‑36 contractor, and the license board's public record shows whether a license is active and bonded. After that, ask how estimates and approvals work, and what paperwork comes back when a job closes.

Who pays when a drain clogs in a rented apartment?

That is between the owner and the tenant, and the cause can matter. Grease or wipes in one kitchen sink is a different case from a drain shared by several units backing up into the lowest one. Our findings say what the blockage was and where it sat, so both sides are working from the same facts.

What license and insurance details can you give us for our vendor file?

Mr. Pipe Plumbing carries a California C‑36 license, a contractor's bond and insurance. Our office can give you the license number and the legal business name, and the Contractors State License Board's public lookup lets you confirm the license, its classification and the bond yourself. For any other item your vendor file asks for, contact our office.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
