Property Management & HOA Plumbing Services in Tarzana

Owners who rent out a Tarzana house or condo, and the managers they hire, can call Mr. Pipe Plumbing for repairs in the unit and for the shared plumbing of apartment and condo buildings. Renters occupy about 4 in 10 of the neighborhood's occupied homes, the Census Bureau reported for 2024, and the owners of those homes may follow the repairs from somewhere else.

Who keeps the plumbing history of a rented home?

Tarzana leans toward owners, but renters still hold about 42% of its occupied homes, going by the U.S. Census Bureau's survey estimates for 2024. Census data for 2024 also show single-family houses at about 57% of Tarzana's homes. Of the roughly 42% in five‑plus‑unit buildings, most are in the biggest ones, 20 units and up, which hold about 34% of all homes in that Census count.

A rented home there may be a house or a unit in a large building, and either way the owner usually isn't the one living with the plumbing. For an owner who manages from elsewhere, or pays someone to, the written record left after each job is how the history of the property's plumbing gets kept. When a manager changes or the property is sold, that record is what passes to the next person.

What goes into the property file

Before work, the file gets the estimate. We assess the issue, explain our findings, and provide an estimate before any approved work begins. Pricing depends on the plumbing condition, accessibility, materials, and actual scope of work. If additional work is discovered, it will be explained and approved before proceeding.

After work, it gets the documentation. After approved work is completed, we test the repaired or installed plumbing where applicable, explain the completed work, and provide the customer or authorized contact with the appropriate service documentation. Filed with the property, it tells the next manager or the next plumber what was found and what was done.

Questions from managers and boards

Our owner lives out of the area. What will they get in writing?

Being away from the property doesn't change what the owner receives in writing, from the estimate to the invoice. Job-site photos when appropriate go with the findings, which helps an owner who can't see the problem in person. When the job comes in, tell us whether the owner or your office is the contact for the estimate.

Can you take jobs through AppFolio, or register with NetVendor?

Yes to both. We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor. Setup on a compliance platform may ask for the contractor's license; ours is a California C‑36, and our office can supply the number and the legal business name.

Where do we look up a plumbing contractor's license in California?

On the Contractors State License Board's website, which has a public license lookup. Enter the license number, and the record shows the license classification, its status and the contractor's bond. Plumbing falls under the C‑36 classification, so that is the one to see on the record. Our office can give you our license number if you want to start with us.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
