Property Management & HOA Plumbing Services in Woodland Hills

Mr. Pipe Plumbing works with Woodland Hills landlords, property managers and condo associations, on rented houses and on units in large buildings. Renters occupy close to half of the neighborhood's homes, Census Bureau data for 2024 indicates, so the person who first reports a plumbing problem is often a tenant passing it on to someone else.

A tenant's report, passed along

Close to half of Woodland Hills' occupied homes are rented, about 46%, U.S. Census Bureau survey data for 2024 shows. The same 2024 Census data puts single-family houses at about 56% of homes and buildings with five units or more at about 41%, the larger part of that in buildings of 20‑plus units: about 36% of all homes.

Between those shares, a tenant in Woodland Hills might rent a whole house from its owner or a unit in a large building with a manager. Either way, the tenant is the one who notices the problem, and someone else decides on the repair.

The report that travels from one to the other is where details get lost, and a plumbing problem described third-hand can sound like a different problem by the time it reaches us.

What to pass along from a tenant's report

When a tenant reports a plumbing problem, the details that help us most are simple: which fixture or area, what the tenant sees or hears, when it started, and whether water is reaching a floor, a ceiling or another unit. Say whether anyone else in the building has the same problem. A slow drain in one unit and the same symptom in three units point to different places.

Add who can let us in and who approves the estimate, if that is not you. We provide a scheduled arrival window and communicate if the schedule changes. In a house rented whole, the tenant is usually our contact for access; in a large building, the manager's office often arranges it.

Coordination for your property

We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor.

  • Tenant access coordination
  • Clear arrival communication
  • Findings and recommendations
  • Job-site photos when appropriate
  • Estimates before approved work
  • Invoices and completion updates
  • Communication with the manager, owner, or authorized contact

Which plumbing items does a Los Angeles rental inspection look at?

During routine inspections under its Systematic Code Enforcement Program, the Los Angeles Housing Department checks whether plumbing faucets, valves and fixtures are deteriorated, leaking, missing or improperly installed. The program covers properties with two or more residential units on one parcel, at least one of them rented or offered for rent. Where an item on that list needs work, we assess it and explain the repair before anything is approved.

Do units in an apartment building share the same drain lines?

Partly. Each unit's sinks, showers and toilets have their own drains, and those connect to larger drain and sewer lines the building shares. How many units feed a given line depends on the building's layout. In a large building, one blocked shared line can affect a whole stack of apartments, while a blockage before the connection stays in one unit.

When a pipe breaks in a rental, is it the landlord's repair or the tenant's?

The Los Angeles Housing Department tells rental owners to make sure their property does not have plumbing leaks or defective drainage. Who pays for a break is for the landlord and the tenant to settle, with their own adviser if they disagree, and we take no side in it. Our part is to look at what broke and explain it, so both sides hear the same account.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
