Property Management & HOA Plumbing Services in Van Nuys

Mr. Pipe Plumbing repairs plumbing in Van Nuys rental houses and apartment buildings for the owners and managers who approve the work. Because most of the area's occupied homes are rented, a 2024 Census Bureau count shows, the decision on a repair usually sits with someone who does not live in the unit.

In Van Nuys

The owner decides from a distance

Rented homes are the clear majority in the Van Nuys ZIP-code areas: about 67% of those occupied, as the U.S. Census Bureau's 2024 five-year figures have it. Buildings of at least five units hold about 57% of homes, and single-family houses about 38%, the same 2024 Census figures show.

Every rented home has an owner who lives somewhere else, and in a managed building the manager may not be on site either. When a pipe leaks or a drain backs up, the person deciding on the repair has only a description to go on.

So the decision rests on what comes back from the unit: what failed and where, in words that make sense to someone who has never seen the pipe.

How a yes is given on a rental repair

In a rental, approval comes from the owner, or from a manager the owner has authorized to give it, even when the tenant was the one who called us. We confirm which of them it is before an estimate goes out. A tenant's description of the problem helps us a great deal; the go-ahead still has to come from the owner's side.

Pricing depends on the plumbing condition, accessibility, materials, and actual scope of work. If additional work is discovered, it will be explained and approved before proceeding. That second approval comes from the same owner or manager who approved the first estimate. The tenant's part is access, and a clear account of what has been happening in the unit.

What plumbing items come up in a Los Angeles Housing Department rental inspection?

The Los Angeles Housing Department's brochure for its Systematic Code Enforcement Program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures, among other conditions. If one of those needs work at a Van Nuys building you manage, contact our office. We assess the issue, explain our findings, and provide an estimate before any approved work begins.

In a rental, are plumbing repairs on the landlord or the tenant?

Who handles a rental repair is not ours to decide, and we don't take sides on what a lease means. If the cause is in dispute, say a clog the owner thinks a tenant caused, our findings describe what we found and where. The owner and the tenant settle it between them with those facts in hand, and advice on the lease comes from someone other than their plumber.

The building's shared drain backed up. What should we do?

Stop more water going in first: ask residents on the affected line to hold off on showers, laundry and flushing, and keep people out of any unit where water is coming up. Write down which units and fixtures are involved and when it started, then contact our office with that list. A building-wide pattern points to the shared line; a single fixture points closer to one unit.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
