Property Management & HOA Plumbing Services in Northridge

Condo associations, property managers and owners who rent out their units in Northridge can call on Mr. Pipe Plumbing for plumbing work. Renters occupy just over half of the neighborhood's occupied homes, going by 2024 figures from the U.S. Census Bureau, so a plumbing problem in a condo can involve a tenant, an owner and an association at once.

A rented condo has three parties

Just over half of Northridge's occupied homes are rented, about 53%, according to American Community Survey estimates for 2024 from the U.S. Census Bureau, whose figures cover the neighborhood as two ZIP-code areas. In the same 2024 Census estimates, the housing splits about 53% single-family houses to about 45% in buildings of five or more units, with about 36% in buildings with 20 units or more.

Where a condo unit is rented out, a plumbing problem has three parties, and each holds a different piece. The tenant lives with it and knows what happened and when. The owner who rents the unit out usually approves and pays for work inside it. The association, through its board or manager, answers for the plumbing its documents call common, and a leak that starts in one place and shows up in another can involve all three.

Finding the source before splitting the job

When water from one condo shows up in another, the first job is finding the source, because the source decides whose plumbing it is under the association's rules. A supply line under a sink, a toilet connection or a shower valve inside one unit is one thing; a shared drain or supply line in a wall between units is another. We assess the issue, explain our findings, and provide an estimate before any approved work begins. Where the association and the unit owner each have a part of the repair, we can lay out which part is which, so each side approves its own share.

When a condo pipe leaks, does the HOA pay or the owner?

Who pays depends on where the leak is and on the association's CC&Rs, which set out what the association maintains and what each owner handles. Ask the manager for the maintenance rules if you don't have them. If a tenant lives in the unit, the owner is usually the one who deals with the association. We look for the source in the reachable plumbing, so the documents can be applied.

What matters most when a Northridge HOA chooses a plumbing vendor?

A current C‑36 license you can verify on the state license board's site, and a clear estimate in front of the board before any work. For an association, also ask how the plumber separates common plumbing from unit plumbing in the findings, because the association's own documents may put the two on different budgets.

What can we put in our association's vendor file about your license and insurance?

The license proof is public: our C‑36 license can be checked through the license lookup the Contractors State License Board runs, and that record also shows the bond. We are licensed, bonded and insured, and our office can give you the legal business name and anything else your association's file requires.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.
