Leak Detection & Plumbing Repair in Encino

When an Encino home has a leak in its water lines, drains or fixtures, Mr. Pipe Plumbing assesses it and repairs what we can reach. Whoever lives in the house is well placed to notice a leak that only shows up while something is running, and that pattern tells us where to start looking.

The leak that only shows some of the time

Figures from the U.S. Census Bureau's five-year American Community Survey for 2024 show about 10% of Encino's homes built since 2000, and owners living in about 59% of the occupied ones. About 58% of the housing is single-family houses.

An owner who lives in the house is there when the washing machine drains or a shower runs upstairs. Some leaks only appear at moments like those, because they depend on one fixture being used, and they stop when it does.

If you have seen water and then watched it dry up, write it down. Note what was running at the time and how long the water lasted. That record, from someone who lives with the house every day, helps us narrow down the source.

Before the visit: the phone call

A call can't put a price on plumbing nobody has seen. We won't try. What it can do is get the details down: whether it's a house or a condo, which fixture or room, what you're seeing and since when, and what has been tried. From that we can tell you what the visit would involve and whether it starts as a repair or a search. In a condo, we'll also ask about the HOA or manager, since a leak near a shared wall may need them. Photos you took when the water first appeared are worth keeping to show us on the visit.

A few useful answers

Is there a simple way to check for a leak at the water meter?

A meter check works if your home has its own meter. Shut every fixture and water-using appliance, outdoor taps included, then look at the meter. Movement with everything off means water is going somewhere. In a large building, one meter may serve many units, so a moving dial there is a question for the manager rather than for one condo owner.

Can a toilet that keeps running make the water bill go up?

A toilet that keeps running can push the bill up, because that water passes through the meter like any other. One that hisses or refills when nobody has flushed is losing water into the bowl. We tell you whether the parts can be repaired or the toilet should be replaced; in an owner-occupied Encino house, that decision is the owner's alone.

What's causing the leak under my kitchen sink?

Under a kitchen sink, the water can come from the shutoff valves, the lines running up to the faucet, the faucet's own base, the trap and drain joints, or a dishwasher connection. Each one is a different repair. Once we've found which it is, the condition of that part decides whether it's fixed where it sits or replaced, and you'll hear which before you approve the work.

What LADWP and the City's water rules say about leaks

LADWP bills residential and multi-residential customers every two months, so the bill is a slow way to notice a leak. To see charts of past use, LADWP says to log in to your account and choose Analyze My Usage. Its advanced-meter rollout replaces electric meters; for water, LADWP says the meters will not be replaced and will continue to be read by meter readers.

The leak check LADWP gives its customers is to shut off all the water indoors and outdoors and then look at the water meter: movement on the meter's leak detection gauge, with everything off, means there is a leak. For toilets, it suggests putting some food coloring in the tank. If the color seeps into the bowl without a flush, LADWP says the toilet has a leak that should be repaired at once.

LADWP also puts numbers on small leaks. Its leak guidance, as it read in October 2026, says running toilets and leaky faucets can waste up to 10,000 gallons of water a year per household, and another LADWP page says a toilet you can hear running when nobody has flushed could be wasting 200 gallons of water or more every day.

Two more LADWP notes concern fixtures. It says the chlorine or chloramine in tap water breaks down, over time, the rubber inside the braided flexible hoses that connect fixtures to the water supply, and that small black, sooty specks in the water are probably from the inside of such a hose. Its fix is to replace the hose, and it notes that newer hoses have a lining that resists the disinfectant, marked on the label. It also says mineral scale is not a health concern but can clog washing-machine inlet screens, showerheads and faucet aerators. Because there is no practical way to remove scale from inside pipes, LADWP says re-piping may be worth considering if the problem is severe.

Through the Metropolitan Water District's SoCal WaterSmart program, LADWP listed two related rebates in October 2026. One covers a qualifying water-flow leak-detection device installed on customer property; applicants must be single-family customers with reliable Wi‑Fi and a smartphone or tablet, and devices installed on the utility meter do not qualify. The other is for residential customers in buildings of one to four units who replace a toilet that uses 1.6 gallons per flush or more with a qualifying model that uses 1.1 gallons per flush or less. LADWP says the program can change or end without notice. Under the City of Los Angeles water-use restrictions that LADWP publishes, all leaks must be repaired in a timely manner.

What the Metropolitan Water District says about leak monitors

The Metropolitan Water District's SoCal WaterSmart program runs a pilot rebate for flow monitor devices, which track a home's water use and can help detect leaks. Funding is limited. When its page was checked in October 2026, MWD also said not every device qualifies in every area, and it sent applicants to its online rebate estimator, and those who are not eligible to their local water agency.

Installation varies by device. Some can be put in by the homeowner; MWD's product notes say others must be installed by a plumber. Either way, the device has to be installed and activated before the rebate application goes in, and MWD may inspect it. If a contractor buys the device for the customer, the contractor's paid receipt or invoice is what the customer submits. Contractors and other third parties cannot claim the rebate themselves.

Homes with automatic residential fire sprinklers need care here. MWD warns that installing a leak detector the wrong way could hinder the sprinklers: a plumbed leak detection device belongs only on the domestic water line after it splits from the fire sprinkler system, never on the home's incoming water line upstream of the sprinklers. Its advice is to consult a licensed plumber.

Toilets fall under the same program. SoCal WaterSmart accepts only one toilet rebate application per customer, so anyone replacing several toilets has to list them all on a single application.

Know what happens next

  1. Discuss and assess

Our goal is to identify the cause of the problem and recommend an appropriate repair based on the plumbing condition, accessibility, and scope of work.

  2. Findings and estimate

We assess the issue, explain our findings, and provide an estimate before any approved work begins.

  3. Work completed and confirmed

After approved work is completed, we test the repaired or installed plumbing where applicable, explain the completed work, and provide the customer or authorized contact with the appropriate service documentation.

Pricing depends on the plumbing condition, accessibility, materials, and actual scope of work. If additional work is discovered, it will be explained and approved before proceeding.
