Water Heater Services in Woodland Hills

Before a Woodland Hills owner replaces a working water heater, Mr. Pipe Plumbing can check its condition and say plainly what we see. We also repair and replace heaters that have already failed. A heater with one failing part is usually a repair; a tank that is corroding is a different conversation, and we explain why.

Replacing on your schedule instead of the heater's

U.S. Census Bureau figures (ACS 2024 5‑year) show owners in about 5 in 10 occupied Woodland Hills homes, and renters in about 5 in 10. A Woodland Hills owner can choose when a water heater gets replaced: on a planned day, or after it quits. Planning is easier with a clear picture of the unit, and parts are part of that picture. When a thermostat, element or igniter fails on a sound heater, fitting a new part is normally the lighter job, provided parts are still made for the model. Parts for some older models are harder to find, and if that is where yours stands, we tell you, because it changes what the next repair can look like. In a rented home, the landlord makes that call, based on what we find.

What a condition check looks at

We look for signs about the condition of the tank. Rust-colored hot water suggests the tank is corroding inside, or that the anode rod has worn away. A rumble as the heater runs usually means sediment on the bottom, heating under the burner. Water at the base sends us looking for the source, since a fitting or valve is one job and a corroded-through tank is a different one. We check the relief valve's discharge line and the pan under the unit too. Then we tell you which of those findings is a repair and which points toward a replacement.

Do California water heaters have to be strapped for earthquakes?

Residential ones do. California Health and Safety Code section 19211 says every residential water heater must be braced, anchored or strapped to resist falling or shifting during a quake. A tankless unit is a separate case, since it mounts to the wall instead of standing on the floor. We check the straps or the mounting whenever we look at a heater, and we tell you if they fall short.

Is it worth replacing a working water heater before it breaks?

It can make sense when the unit shows signs that the tank itself is going, such as rusty hot water or moisture at the base, or when parts for the model are getting hard to find. Age alone is not one of those signs. If the heater is sound and parts are available, a repair when something fails is usually the smaller job.

Why is my water heater's relief valve leaking?

A dripping relief valve is either responding to temperature or pressure in the tank or failing itself. To tell which, we look at the valve, follow its discharge line to where it ends, and check the expansion tank if there is one, or whether the system calls for one if there isn't. Water from that line is worth a call, since the valve is a safety part.

What LADWP and the City of Los Angeles say about water heaters

LADWP's 2025 Drinking Water Quality Report lists this neighborhood among its San Fernando Valley communities, and for those communities it gives total hardness, measured as calcium carbonate, by water source rather than by neighborhood: an average of 103 mg/L from the Los Angeles Aqueduct Filtration Plant, 115 mg/L from the Northern Combined Wells and 140 mg/L from the MWD Jensen Plant. LADWP says even the hardest water it supplies does not need to be softened to be safe or usable.

LADWP says water heaters should be flushed at least once a year to control the build-up of mineral deposits, which may help extend the heater's life. Customers who are not comfortable doing it themselves, it says, should hire a licensed plumber.

Through its Consumer Rebate Program, LADWP offers a rebate on qualifying ENERGY STAR heat pump water heaters to residential customers with active LADWP electric service, claimed after the heater is bought and installed. LADWP says program funding is limited and available on a first-come, first-served basis, and that rebates are not assured.

The Los Angeles Department of Building and Safety says water heaters must be strapped in at least two places, in the upper third and the lower third of the unit, with the lower strap at least 4 inches above the controls, and it does not accept perforated plumber's tape for strapping heaters over 40 gallons.

For rental properties, inspectors in the Los Angeles Housing Department's Systematic Code Enforcement Program check for required hot water and for water heater strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

What California law and state agencies say about water heaters

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake, and a seller of property with a water heater must certify to the buyer in writing that this has been done. The California Seismic Safety Commission's Homeowner's Guide to Earthquake Safety tells homeowners to look for two sets of straps wrapped around the heater and bolted to the wall studs, suggests having a licensed plumber replace rigid water heater pipes with flexible ones, and says a tankless unit should be securely attached to the wall, with its pipes installed according to the manufacturer's instructions.

The California Energy Commission's residential compliance manual reports that most manufacturers recommend draining a tank water heater every six months to once a year to clear sediment, and inspecting the burner, venting and temperature and pressure relief valve on the same schedule. For tankless units, it names flushing scale from the heat exchanger and cleaning the inlet filter screen as the main upkeep, recommended every two years where water is hard. It notes that softened water corrodes a tank's anode rod much faster, and that a heat pump water heater's air filter needs checking three to four times a year.

California's Energy Code requires a newly installed tankless water heater to have isolation valves on its cold water supply and hot water outlet, unless the unit has built-in service drain ports, and the Energy Commission says the valves help with flushing and prolong the heater's life. The Contractors State License Board lists C‑36 Plumbing and C‑20 HVAC as the license classifications for installing and repairing heat pump water heaters.
