What LADWP and the City of Los Angeles say about water heaters
LADWP's 2025 Drinking Water Quality Report lists this neighborhood among its San Fernando Valley communities, and for those communities it gives total hardness, measured as calcium carbonate, by water source rather than by neighborhood: an average of 103 mg/L from the Los Angeles Aqueduct Filtration Plant, 115 mg/L from the Northern Combined Wells and 140 mg/L from the MWD Jensen Plant. LADWP says even the hardest water it supplies does not need to be softened to be safe or usable.

LADWP says water heaters should be flushed at least once a year to control the build-up of mineral deposits, which may help extend the heater's life. Customers who are not comfortable doing it themselves, it says, should hire a licensed plumber.
Through its Consumer Rebate Program, LADWP offers a rebate on qualifying ENERGY STAR heat pump water heaters to residential customers with active LADWP electric service, claimed after the heater is bought and installed. LADWP says program funding is limited and available on a first-come, first-served basis, and that rebates are not assured.
The Los Angeles Department of Building and Safety says water heaters must be strapped in at least two places, in the upper third and the lower third of the unit, with the lower strap at least 4 inches above the controls, and it does not accept perforated plumber's tape for strapping heaters over 40 gallons.
For rental properties, inspectors in the Los Angeles Housing Department's Systematic Code Enforcement Program check for required hot water and for water heater strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.
