Property Management & HOA Plumbing Services in Valley Village

Valley Village apartment buildings, condo associations and rental owners can bring their plumbing to Mr. Pipe Plumbing. Rented homes outnumber owned ones there by more than two to one in the Census Bureau's survey for 2024, and a plumbing problem is usually spotted by a tenant and then handled by a manager or the owner.

In Valley Village

Mostly rented, mostly apartments

Of the occupied homes counted in the Valley Village ZIP-code area, about 70% are rented, according to five-year estimates the U.S. Census Bureau published for 2024. Houses are the smaller share: single-family homes make up only about 32% of the housing there in the 2024 Census figures, while about 63% sits in buildings holding five or more homes and about 34% in buildings of 20 or more.

For a manager running rentals in Valley Village, most repair requests start with a tenant and need an approval from the office or the owner before work begins. A manager in that seat needs a plumber who fits the office's way of assigning work, which is what the questions on this page cover.

Set up once in the office's system

How a job reaches us is the manager's call: which platform it comes through, and who in the office signs off on an estimate. When the platform keeps a history of repairs at the building, a line about the last plumbing visit helps too.

Once that is set, the person who lets us in is usually the tenant. We provide a scheduled arrival window and communicate if the schedule changes. A job note naming the unit, the fixture and a good number for the tenant saves a round of calls before the visit, and if the owner has to approve the estimate, it helps to know that before we arrive.

Do you work with property managers and HOAs in Valley Village?

Yes. Valley Village is one of the neighborhoods we serve, and we take plumbing jobs there from management companies, HOA boards and owners who manage their own rentals. We assess the issue, explain our findings, and provide an estimate before any approved work begins. Our office can supply the license number for your vendor file.

Will you register on NetVendor or take jobs through AppFolio?

Yes. We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor. If the platform asks for license details during setup, our office can supply our C‑36 license number and legal business name, and the state license board's public record shows the bond and the license's current status.

How can we check a plumber's California license before hiring?

Search the license number on the Contractors State License Board's website. The record shows the classification, whether the license is active and whether a bond is on file. For plumbing and sewer work, the classification to look for is C‑36. Our office can give you ours, so you can check us the same way before adding us to a vendor list.

What the Los Angeles Housing Department checks in rental housing

Under the Los Angeles Housing Code, a property with two or more residential units on one parcel, at least one of them rented or offered for rent, must have its rental units inspected periodically by the Los Angeles Housing Department (LAHD), through its Systematic Code Enforcement Program.

LAHD's brochure for that program says inspectors look for deteriorated, leaking, missing or improperly installed plumbing faucets, valves and fixtures. On water heaters, they check for a lack of required hot water, and for strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

When a tenant complains, LAHD treats no hot water in the unit as urgent and gives leaky faucets as an example of a non-urgent complaint. Its maintenance guidance tells owners to make sure a rental property does not have defective drainage, plumbing leaks, damaged or inoperable plumbing fixtures, or a lack of hot and cold water flow.

For multi-family buildings of five or more units, LADWP offers owners a SoCal Water$mart rebate for replacing toilets that use 1.6 gallons per flush or more with qualifying models that use 1.1 gallons per flush or less. The new toilets have to be on the program's qualifying products list, and rebate programs change, so check LADWP's current terms before buying.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.

Our goal is to identify the cause of the problem and recommend an appropriate repair based on the plumbing condition, accessibility, and scope of work.

Pricing depends on the plumbing condition, accessibility, materials, and actual scope of work. If additional work is discovered, it will be explained and approved before proceeding.
