Property Management & HOA Plumbing Services in Burbank

Mr. Pipe Plumbing handles plumbing for Burbank landlords, property managers and HOAs, from duplexes to larger apartment and condo buildings. About 6 in 10 occupied homes in the city are rented, the Census Bureau estimated for 2024, and two rules from the city's water utility, on leak repair and on fixtures when a property sells, fall on the owner.

A leak rule for owners, and hourly readings

Burbank's occupied homes are about 57% rented, per U.S. Census Bureau estimates for 2024. In those 2024 Census estimates, single-family houses are about half of all homes, buildings of two to four units about 10%, and buildings of five or more about 41%, including about 21% in buildings of 20 or more.

Burbank Water and Power (BWP) summarizes a duty the city's Sustainable Water Use Ordinance puts on owners: once notified of a leak in their fixtures or irrigation, they must get it repaired in a timely manner.

For an owner or manager, the one-hour readings in BWP's WaterSmart portal can show water still running in the middle of the night, when use should drop off, and the portal can be set to send leak alerts. The bill, which BWP normally sends monthly, shows the same use later.

Fixtures before a building sells

When a Burbank rental building or condo is sold, BWP's Retrofit Upon Resale page puts it on the seller to bring the fixtures within the city's water-use limits, for sales after December 13, 2022. The sale is contingent on a Certificate of Compliance that the seller and the buyer both sign. For a building, BWP's list reaches past the units: public or common-area bathroom faucets may run no more than 0.5 gallons per minute, alongside the limits for each unit's toilets, showerheads and faucet aerators.

For an owner preparing a sale, we can check each unit's toilets, showerheads and faucets, and the common-area restrooms, against those limits and replace the fixtures that are over them. We assess the issue, explain our findings, and provide an estimate before any approved work begins.

Questions from managers and boards

For anything else, talk to our office.

Call (310) 866-7715
Is a clogged drain in a rental the tenant's bill or the owner's?

That question is for the owner and the tenant, and we stay out of it. The cause can make a difference: a kitchen drain stopped by grease from one unit and a line shared by a fourplex backing up are different situations. We report what the clog was and where it was, so the two of them can settle the bill with the facts in hand.

Can a renter call a plumber without going through the landlord?

A renter can call us to describe the problem, and a clear description helps. The estimate, though, has to be approved by the owner or the manager, since the work is on their property. Check the lease for how repairs are supposed to be reported, and tell us who owns or manages the building when you call.

Will you work for a Burbank HOA board or management company?

Yes. Burbank is one of the cities we serve, and we take work from HOA boards, management companies and owners who run their own buildings, small ones included. We work within each client's established process, including AppFolio, email, and required vendor-compliance platforms such as NetVendor.

What state law and the regional water district say to rental owners

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake. In California's water heater bracing law, the Legislature found that renters are not authorized to strap, brace or anchor the water heater in their unit without the owner's advance approval.

The Metropolitan Water District's SoCal WaterSmart rebate program takes applications for single units under its residential program. Applications for five or more units under a single water meter, and for landscape or outdoor measures or devices for a multi-family property's common areas, must go through its commercial program instead.

Talk through the property with our office

Our goal is to identify the cause of the problem and recommend an appropriate repair based on the plumbing condition, accessibility, and scope of work.

Pricing depends on the plumbing condition, accessibility, materials, and actual scope of work. If additional work is discovered, it will be explained and approved before proceeding.
