Water Heater Services in Panorama City

In Panorama City's apartment buildings and houses, Mr. Pipe Plumbing fixes and replaces tank and tankless water heaters. Where a heater sits inside one unit of a larger building, a slow leak can find the home below, so we look at what surrounds the heater as closely as at the heater itself.

A heater one wall away from the neighbors

Census Bureau data for the Panorama City ZIP-code area (ACS 2024 5‑year) shows about 6 in 10 homes in buildings of five or more units and about 4 in 10 in single-family houses. A water heater inside one of those apartments has a neighbor on the other side of a wall and, above the ground floor, someone living below it.

That puts more weight on two things around it. One is the pan under the heater and where that pan drains, which decides how far a slow leak gets before anyone notices. A pan that empties where nobody looks gives a leak more time. The other, on a gas unit, is the vent, and whether it is sound and clear and still takes the exhaust outside.

Water where it shouldn't be

Water around a heater can come from several places, and each means a different job. A dripping fitting, valve or flex connection is usually a repair. The temperature and pressure relief valve has its own discharge line, and we follow that line to where it ends, because water from it is a different signal from water off the tank. If the tank body itself has corroded through, there is nothing to patch, and the conversation turns to a replacement that fits the same space. Whoever is in the unit can close the shutoff above the heater while waiting for us.

A few useful answers

Should I repair or replace my water heater?

Start with what failed. Thermostats, elements, gas controls, igniters and valves are parts; when one fails on an otherwise sound unit, and the part is still made for that model, replacing it is the smaller job. A tank that has rusted through, or a tankless heat exchanger that has failed, leaves nothing to fix. For some older models parts are hard to find, and we tell you if that applies.

Why does my water heater pilot light keep going out?

A pilot that keeps going out often comes back to the thermocouple, the igniter, or a burner that isn't getting enough combustion air. If the heater is in a closet inside an apartment, that last one deserves a close look, and we check the vent at the same time, since it has to carry the exhaust out. A pilot that keeps failing is worth a call rather than repeated relighting.

Will a tankless heater keep up in a Panorama City apartment, or can it run out?

There's no stored supply to empty, since a tankless unit heats water as it flows. It can fall behind if more showers and taps run at once than the unit was sized for, and on a gas model, the gas supply has to keep pace as well. So sizing comes first: how many fixtures in the apartment are likely to run together.

What LADWP and the City of Los Angeles say about water heaters

LADWP's 2025 Drinking Water Quality Report lists this neighborhood among its San Fernando Valley communities, and for those communities it gives total hardness, measured as calcium carbonate, by water source rather than by neighborhood: an average of 103 mg/L from the Los Angeles Aqueduct Filtration Plant, 115 mg/L from the Northern Combined Wells and 140 mg/L from the MWD Jensen Plant. LADWP says even the hardest water it supplies does not need to be softened to be safe or usable.

LADWP says water heaters should be flushed at least once a year to control the build-up of mineral deposits, which may help extend the heater's life. Customers who are not comfortable doing it themselves, it says, should hire a licensed plumber.

Through its Consumer Rebate Program, LADWP offers a rebate on qualifying ENERGY STAR heat pump water heaters to residential customers with active LADWP electric service, claimed after the heater is bought and installed. LADWP says program funding is limited and available on a first-come, first-served basis, and that rebates are not assured.

The Los Angeles Department of Building and Safety says water heaters must be strapped in at least two places, in the upper third and the lower third of the unit, with the lower strap at least 4 inches above the controls, and it does not accept perforated plumber's tape for strapping heaters over 40 gallons.

For rental properties, inspectors in the Los Angeles Housing Department's Systematic Code Enforcement Program check for required hot water and for water heater strapping, positive vent connections, combustion air, and a properly installed temperature and pressure relief valve with its drain extended to an approved location.

What California law and state agencies say about water heaters

California Health and Safety Code section 19211 requires all new, replacement and existing residential water heaters to be braced, anchored or strapped to resist falling or shifting in an earthquake, and a seller of property with a water heater must certify to the buyer in writing that this has been done. The California Seismic Safety Commission's Homeowner's Guide to Earthquake Safety tells homeowners to look for two sets of straps wrapped around the heater and bolted to the wall studs, suggests having a licensed plumber replace rigid water heater pipes with flexible ones, and says a tankless unit should be securely attached to the wall, with its pipes installed according to the manufacturer's instructions.

The California Energy Commission's residential compliance manual reports that most manufacturers recommend draining a tank water heater every six months to once a year to clear sediment, and inspecting the burner, venting and temperature and pressure relief valve on the same schedule. For tankless units, it names flushing scale from the heat exchanger and cleaning the inlet filter screen as the main upkeep, recommended every two years where water is hard. It notes that softened water corrodes a tank's anode rod much faster, and that a heat pump water heater's air filter needs checking three to four times a year.

California's Energy Code requires a newly installed tankless water heater to have isolation valves on its cold water supply and hot water outlet, unless the unit has built-in service drain ports, and the Energy Commission says the valves help with flushing and prolong the heater's life. The Contractors State License Board lists C‑36 Plumbing and C‑20 HVAC as the license classifications for installing and repairing heat pump water heaters.
